Meet the talented and dedicated team behind Sprezzatura who provide innovative solutions to our clients’ complex tech challenges. Our team is made up of experts in a wide range of fields, including software development, cybersecurity, data analytics, and project management. In addition, we have team members with PhDs in Cognitive Psychology, Educational Psychology, Education, and Comparative Literature, who bring a wealth of knowledge and expertise to our organization. Our Leadership

Michael "Scott" Yaroschuk

Chief Executive Officer

Founder Scott Yaroschuk brings more than twenty-five years of leadership and management experience in the United States Marine Corps and federal consulting to help clients improve performance and solve challenging problems. He is recognized for his ability to connect with people, navigate complex situations, and is passionate about helping people and organizations realize their potential.

He enlisted in the USMC in 1993 as a computer programmer, was commissioned in 1995, served as a tank officer and later communications officer leading programming and development shops, service/help desks, network deployments, and headquarters command and control systems. He’s been a Information Management Officer/Knowledge Manager, operations and exercise planner, Deputy JTF Commander, and trainer of headquarters staffs.

Scott’s experience includes leading large programs and projects in the areas of IT program management, IT Transformation, Strategic Planning, Enterprise System Integration as well as CIO/CTO Support Services. His specialties include IT Program/Project Management, CIO Support Services, Strategic Planning, Knowledge Management, Risk Management, Data Management, Organizational Analysis, and Business Process Improvement. His corporate skills include successful startups, business development (capture and proposal management), contract negotiation, business operations, and client delivery. He is a PMP and member of AFCEA and PMI.

Jenna Giandoni has more than 20 years of leadership experience spanning the federal government, private sector, and the United States Coast Guard. She has managed complex programs across Latin America, East Africa, and the United States, showcasing her global expertise and adaptability. A service-disabled veteran, Jenna proudly served seven years in the Coast Guard both stateside and during deployment.

An expert in process improvement, program management, budgeting, proposal development, and client engagement, Jenna has consistently driven growth and efficiency throughout her career. Her work bridges strategic vision with practical execution, benefiting clients and team members alike. She is known for her commitment to delivering results that advance organizational goals and impact.

Jenna holds an undergraduate degree from Old Dominion University and an MBA and MSc from the Illinois Institute of Technology. Her academic background, combined with her extensive experience, fuels her dedication to excellence in every project she undertakes as President and owner.

Will Giandoni

Chief Strategy Officer

William Giandoni graduated from Old Dominion University with executive education at Stanford, Harvard, and UPenn. Giandoni has cultivated a rich career marked by entrepreneurship and philanthropy.

Initially thriving as a private equity associate in Southern California, he then served as a government contracting financial analyst in Washington DC before venturing into independent consultancy in 2008. In 2010, he co-founded GovernmentCIO, where he held pivotal roles, including Chief Operations Officer, Chief Strategy Officer and Senior Advisor to the CEO, steering the firm to substantial growth, with over 500 employees, before its acquisition in 2020. In 2021, Giandoni ventured into the telehealth sector, co-founding a telehealth platform facilitating quick and efficient dermatological consultations. Giandoni acquired Sprezzatura alongside his sister in October 2024.

Besides his corporate endeavors, Giandoni is known for his philanthropic contributions to various initiatives, including the establishment of the Giandoni-Onuschak Scholarship Endowment and the Giandoni History Awards at his alma mater, supporting various non-profits, and his church. Despite his multifaceted career, Giandoni prioritizes his family and pets, residing in Mclean, VA.

Jeff Burney is an accomplished leader in the federal healthcare and IT solutions space with more than 20 years of experience and a proven track record of driving growth and delivering results. Jeff has been instrumental in capturing over $2.5 billion in contracts, enabling organizations to expand their impact and better serve critical federal missions.

Jeff earned his Bachelor of Science in Finance from Texas Tech University and has dedicated much of his career to supporting veterans and improving their quality of life. His work reflects a deep commitment to ensuring those who have served the nation receive the care and resources they deserve.

With expertise in strategic planning, business development, and team leadership, Jeff continues to build partnerships and solutions that make a meaningful difference in federal healthcare and IT. Outside of work, he is passionate about fostering innovation and empowering teams to achieve extraordinary outcomes.

Jeff Burney

Frank DiNicola

General Counsel

Frank DiNicola has an unrivaled reputation as a highly regarded government contracts attorney, recognized as the VA-TAC Attorney of the Year in 2021 and the Army’s Materiel Command’s Attorney of the Year in 2009. Frank’s expertise spans all areas of government contracts law, including bid protests, contract disputes, contract administration, investigation support and regulatory compliance. He leverages his extensive government experience as former lead IT procurement and bid protest counsel for the U.S. Department of Veterans Affairs (VA-TAC), and as a bid protest subject matter expert (SME) for the U.S. Army to advise in all areas of government contract law. Frank specializes in procurements involving enterprise-wide IT systems and provides unique insight into agencies’ procurement practices and contract administration.

With more than 20 years of federal procurement experience, Frank’s government experience includes advising presidential appointees, senior executive service-level leaders, military and civilian program managers, program executive officers, and acquisition professionals on all aspects of government contract law—from acquisition strategy to contract close-out. Frank worked for the VA nationwide, where he was involved in complex, multi-billion-dollar information technology procurements, and often led high profile non-IT bid protests. As a senior attorney for the VA’s Technology Acquisition Center, he was lead counsel in hundreds of GAO bid protests and assisted in dozens of bid protests at the U.S. Court of Federal Claims (COFC). Frank also served as an attorney for the U.S. Army, where he was involved in several large-dollar, multiple-award procurements, successfully defended several high-visibility bid protests at GAO, and litigated numerous claims at the Armed Services Board of Contract Appeals. In addition to Frank’s expertise in bid protest/claims litigation, his extensive pre-award acquisition experience was often relied upon during high-visibility, complex procurements. Frank’s role as senior acquisition attorney and bid protest SME uniquely qualifies him to address pre- and post-award procurement issues. Frank has helped to develop widely used adjectival ratings, sample tasks, evaluation schemes, and price realism methodologies. Frank’s unique internal agency insights and expertise uniquely serves the Sprezzatura team.

Sam Sigdel has more than 10 years of experience in Finance and Accounting management at high growth organizations. Sam is highly skilled and is a results-oriented finance executive with extensive experience in the government contracting industry. Proven ability to manage all aspects of financial operations, including accounting, financial reporting, budgeting, forecasting, mergers and acquisitions, and risk management. Expertise in navigating complex government regulations, such as FAR and CAS, and ensuring compliance with DCAA audits. Strong leadership and communication skills, with a proven track record of building and motivating high-performing teams.

Sam previously served as Corporate Controller at Aeyon LLC (now CGI), managing Accounting and Finance teams, and supporting growth and M&A activities. Sam also held various accounting management roles at Xator Corporation (now Parsons) supporting the growth and integration.

Sam holds Bachelor of Science in Accounting from George Mason University and a Certified Public Accountant in State of Virginia.

Pamela Meadows

Operations

Pamela Meadows brings more than 20 years of consulting and government contracting experience, driven by a passion to help businesses and individuals achieve peak performance. Her work elevates a sense of belonging and connection among employees, which in turn enhances corporate performance.

Throughout her career, Pamela has successfully managed complex government programs, established corporate quality initiatives, and supported successful corporate integrations. Her expertise spans process improvement, strategic alignment, customer experience, and digital transformation. More importantly, Pamela is deeply committed to fostering a positive team culture, ensuring customer satisfaction, and nurturing organizational growth.

Her unique blend of business acumen and people-centric leadership makes her a sought-after leader and business advisor. Pamela holds a degree in Business Administration with a minor in Project Management, along with multiple coaching certifications.

Beyond her professional life, Pamela is a voracious collector of quotes, avid podcast listener, hopeful gardener, yoga-enthusiast, and her favorite role of all is that of mom to her three teenagers.

Katie Coleman serves as Vice President of Human Resources at Sprezzatura, where she leads the company’s talent strategy and employee experience with a focus on alignment, culture, and executing business objectives.
 
With more than 20 years of human resources experience, primarily within government contracting, Katie has held a variety of leadership roles across the HR spectrum. She brings a passion for building purpose-driven workplaces that empower people to do their best work.
 
Katie is known for developing people strategies that fuel business growth, increase retention, and drive efficiency. She has led employee integration and change management efforts during several mergers and acquisitions, always with a steady hand and an eye toward building a positive workplace culture that empowers employees to reach their full potential.
 
She holds an undergraduate degree from the University of Massachusetts and an MBA with a concentration in Human Resource Management from The George Washington University.

Katie Coleman

Ned Struzziero

Vice President, Growth

With over 20 years of experience in federal consulting, business development, capture, and growth, Ned Struzziero has successfully secured more than $2 billion in contract awards. He is a graduate of the SAE Institute of North America and currently manages the solutions and proposal teams at Sprezzatura, where he develops key growth strategies and initiatives to expand business opportunities within the federal market.

Ned’s career has been marked by a strong focus on the Department of Veterans Affairs, having supported the agency for the past 15 years through his work with two previous T4NG prime contractors. His deep industry expertise and strategic insight have played a critical role in driving the growth of federal business here at Sprezzatura.

Matt Walters serves as the Program Manager of OMEGA, and has over 25 years of experience in IT systems program delivery for both government agencies and commercial clients. He possesses extensive expertise in contracts, financial management, team leadership, customer engagement, and analytical work, particularly in the implementation of Digital Transformation Centers and application development during his tenure at B3 Group as the Managing Director of Professional Services (DTC).

Known for cultivating trust-based customer relationships that promote business development opportunities, Matt excels in managing multiple projects and programs following PMI, CMMI, and EVM methodologies. His skills extend to managing the IT Systems and Software Development Lifecycle, government contracting, proposal development, subcontract management, budgeting, and leading cross-functional technical teams.

John Tangalos

Vice President,
Contracts

John Tangalos brings to Sprezzatura nearly 23 years of federal acquisition experience gained from his prior positions at the Department of the Army, the Department of Veterans Affairs, and the United States Digital Service. John was a Contract Specialist/Contracting Officer, and later a Procurement Attorney, while working for the Army. As a Contract Specialist/Contracting Officer, John supported the procurement of complex, highly specialized weapon systems, to include a variety of munitions/ordnance, as well as unique and complex military communications systems and related support services. As a Procurement Attorney for the Army, John helped oversee and successfully guide the procurement and sustainment of major weapons systems, notably the Lightweight 155 Howitzer, as well as a variety of munitions/ordnance used in the field, to include combat theaters in Iraq and Afghanistan.

While with VA, John worked for VA’s Office of General Counsel (OGC) in its Procurement Law Group, reviewing and supporting hundreds of IT-based procurement actions, totaling approximately $6 Billion. John provided extensive business, legal, and strategic procurement advice and support for VA’s IT procurement during all phases of the procurement process. Notably, John was lead counsel on VA’s innovative CEDAR contract. John’s experience as a well-rounded acquisition professional was relied upon by his customers and OGC.

John continued to provide effective procurement guidance and support while serving as an Acquisition Strategist for the United States Digital Service (USDS). While with USDS, John provided procurement support to projects undertaken by the Food and Drug Administration, the Health Resources Services Administration, and the Department of Veterans Affairs, in their efforts to establish and/or enhance their digital service offerings to the public at large, as well as improve existing programs which provided critical support services to the public nationwide.

John’s federal procurement career had a direct and positive influence on the lives of countless people, to include our Warfighters, Veterans and their families/beneficiaries, and the public at large. The mission-driven success he brought to his federal career is now focused on supporting Team Sprezzatura in its mission to provide outstanding support and service to all of its customers.

Scott Bartel is Sprezzatura’s Vice President of Specialized Services, where he focuses on federal program delivery excellence and leads the charge on new and emerging technology initiatives, advancing Sprezzatura’s growing suite of offerings.

Scott brings over 25 years of IT leadership to Sprezzatura, the past 10 of which have been spent supporting multi-million-dollar development and modernization initiatives for the Department of Veterans Affairs. He has made a name for himself through his natural ability to build trusted relationships with clients, partners, and industry colleagues, combined with proven success in capturing and delivering large-scale VA and VHA IT programs.

With a highly regarded reputation for building top-tier cross-functional teams, collaboration, innovative solutioning, and precision execution that delights his customers, Scott is right at home at Sprezz. A US Army Veteran and the son of a retired Marine Corps F-4 fighter pilot, he takes immeasurable pride in making the lives of federal employees, his Veteran brothers and sisters, their caregivers, and clinicians better every day through the thoughtful application of modern technology.

As an Agile methodology expert, Scott has coached, led, and mentored hundreds of people in Agile since first becoming a Certified Scrum Master in 2008. He has been a Certified Scrum Professional – Scrum Master since 2011, in addition to being a Certified SAFe 6.0 Practice Consultant. He approaches everything he does, at work and in life, with a continuous improvement mindset.

Outside of work, Scott is a proud member of the Benevolent and Protective Order of the Elks, serving his local senior Veteran population in need through Elks care programs and companionship.

Scott holds a Bachelor’s degree in Business Organizational Management and an Associate’s degree in Business Administration.

Scott lives in Seattle with his wife, Jennifer, and their two very opinionated dogs, Fenway and Asher.

Cara Varricchio

Cara Varricchio brings to Sprezzatura nearly 20 years of federal acquisition, strategic planning, and enterprise modernization experience gained from her prior positions at the U.S. Army and the Department of Veterans Affairs (VA).

Cara began her career as a Contract Specialist with the U.S. Army and advanced through progressively senior roles at the VA, where she managed multi-billion-dollar technology acquisition programs, first as a Contracting Officer at VA’s Technology Acquisition Center (TAC), then as Director of Contracts for VA’s Office of Information and Technology (OIT), Product Delivery Service, Digital Transformation Center (DTC). At TAC, Cara played a key role in the inception and management of both Transformation Twenty-One Total Technology (T4) and Transformation Twenty-One Total Technology Next Generation (T4NG) contracts.

Most notably, within OIT, she led the strategic planning and execution of a $4B+ portfolio known as the DTC contract ecosystem, comprising multiple contracts supporting OIT with a focus on low-code/no-code solutions. In this role, Cara provided guidance to the VA CIO on enterprise acquisition strategies and championed innovative, data-driven approaches across the acquisition enterprise. Known for her ability to integrate agile methodologies into acquisition planning, Cara has overseen portfolios supporting technology incubation, enterprise licensing, and system integration. She served as a trusted advisor to senior executives and a recognized subject matter expert in Federal Acquisition Regulation compliance, performance-based contracting, and strategic procurement.

Cara holds a Bachelor of Science in Business Administration from Monmouth University and is a recipient of multiple awards for excellence in acquisition leadership, including recognition as a FedScoop Top 50 Federal Leaders nominee in 2024.

She currently serves as Vice President of Strategic Relationships, where she leverages her deep expertise to build partnerships that drive innovation and deliver mission-focused solutions for government clients.
