A seasoned government contracts attorney with over 20 years of federal procurement expertise, Frank brings a powerhouse combination of legal strategy, regulatory insight, and hands-on experience in complex government acquisitions.

Frank has built a distinguished career defending high-stakes bid protests, advising senior government officials, and shaping procurement policy at the Department of Veterans Affairs (VA), U.S. Army, and international law firms. He has been lead counsel on multi-billion-dollar federal procurements, including high-profile IT modernization efforts, national security contracts, and defense systems acquisitions. His deep understanding of agency procurement processes, regulatory compliance, and litigation strategy makes him an invaluable asset to Sprezzatura’s legal and strategic operations.

His expertise in bid protest defense, contract compliance, and government litigation has earned him numerous accolades, including the Technology Acquisition Center Attorney of the Year Award and the Army Materiel Command Attorney of the Year Award.

Frank earned his J.D. from Rutgers University School of Law and his B.A., summa cum laude, in political science and history from Rutgers University. He is admitted to practice in New Jersey and the District of Columbia.
